With a Surface Pro 3 I’m seeing TIWorker.exe running at around 35%-50% CPU. This really pushes the device and it gets really hot and the fan kicks in.
Running the set of commands below helped but it is important to note that I ran the steps a few times across a couple of reboots.
Don’t be surprised if you see TIWorker.exe spiking a few hours later as the process is valid and is expected to run according to internal Windows scheduling.
Bottom line… run the steps a few times before having an expectation of the fundamental being issues flushed out.

DISM
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /RestoreHealth

Launch the application
Click on Advanced.
Press Next
It will take a few minutes…
When the process has completed you will see something like the following…
Hit the “View detailed information” tab.
You will see something like…
Scrolling down a bit shows a section you can expand and open reports.
Of particular interest is the following link to a ZIP file.
Ultimately that technical information is something that the more technical folks out there can review.
Press Next
You can now hit the Close button.
A reboot is recommended as there may be repair operations that are pending at the next reboot.
